Role of the Transportation Director

Background

The Charter Board believes that student safety to and from school is the highest priority of the transportation services. The Transportation Director is responsible for implementing and coordinating government statutes and regulations, Board Policy and relevant Administrative Procedures as related to Transportation. The Transportation Director plays a critical role in providing safe and economical transportation of students to and from school, administration and overall supervision of school bus drivers, school bus routes and maintenance of the fleet. The Transportation Director reports to the Superintendent through the Secretary Treasurer.

Qualifications

To the greatest extent possible, the School will hire a Transportation Director who meets the following qualifications and where there may be deficits, will establish the following priorities for professional development and training of the Transportation Director so that he/she is prepared for a leadership role in student transportation services.
● Minimum 5 years experience in Student Transportation or related sector.
● Minimum 2 years supervisory experience.
● School Bus Safety Program – 2S MELT Driving Instructor/Evaluator.
● Training in student transportation management, instructional techniques, accident investigation and prevention, and fleet management.
● Alberta Class 2 Driver’s Licence and Alberta “S” Endorsement Certification.

Procedures

1. Develop and operate bus routes in accordance with the Act, Regulation, Board Policy and the Administrative Procedures to provide safe and efficient transportation of students to and from Valhalla Community School.
1.1 Advise drivers, parents, and the Principal as soon as possible when transportation services are cancelled due to emergency situations that place students and staff at risk, including but not limited to inclement weather and hazardous road conditions.
2. Ensure the safety, welfare and conduct of students while on their way to or from school on transportation provided by the School.
2.1 Establish bus evacuation procedures that are rehearsed at least three (3) times per year. Keep records of the evacuation and note any matters of concern that need to be addressed. Work with the Bus drivers, students and Principal to ensure evacuation procedures are safe and efficient.
2.2 Work cooperatively with the Principal to build student awareness of appropriate behavior, support safety, student well being, and respond to emergencies while participating in School transportation.
2.3 Provide to drivers and keep current, up-to-date lists of all students on the route and their parent/guardians contact information in case of an emergency.

3. Coordinate all transportation requirements related to curricular activities (field trips), co-curricular and extra-curricular with priority for service determined by the order noted herein. .
4. Ensure that buses are properly maintained according to the established Provincial and Federal regulations.
5. Liaises with Alberta Education in matters related to the grant claims and statistical purposes.
6. Liaises with members of the general public and responds to all complaints and enquiries relating to student transportation.
7. Oversee training for drivers to ensure they are properly and adequately trained including 2 S MELT and valid “S” endorsement.
8. Provide financial leadership in Transportation Services by:
8.1 Planning, developing, reporting and monitoring the transportation services budget.
8.2 Ensure that the School reimburses the transportation services for any field trips or other use of the school bus transportation services.
8.3 Complete all required reporting to Alberta Education and Alberta Transportation in a timely manner. Complete an Annual Transportation Monitoring Report for presentation to the Board in the manner and time as directed by the Superintendent.
8.4 Manage the fleet by keeping up to date lists of the date & price of acquisition, annual mileage, annual mechanical services and repairs including tires and assess asset value as needed.
8.5 Monitor equipment to ensure it meets safety regulations,cleanliness, and security.
9. Recruit and evaluate Transportation Services personnel, including drivers and support staff. Notify the Secretary Treasurer whenever a position is vacant.
10. Provide quality leadership that:
10.1 Ensures effective, efficient services that adhere to these Administrative Procedures.
10.2 Establishes team goals, provides meaningful performance measures to evaluate progress, motivates and mentors staff.
10.3 Facilitates the constructive resolution of conflict and fosters positive relationships.
10.4 Cultivates and models respect, professional learning and ethical leadership.
10.5 Exploring new ways to utilize the fleet for revenue or educational purposes.
10.6 Responds positively to other duties that may be assigned by the Superintendent or delegate.
11. The position reports to the Superintendent through the Secretary Treasurer and therefore may be assigned other duties by Secretary-Treasurer or the Superintendent of Schools.
