ADMISSION OF OUT-OF-AREA STUDENTS
(Transportation Boundaries)

Background

The School’s primary mandate is to provide education services for students who reside within the environs of Valhalla Centre and whose parents choose a public charter school. If resources and facilities permit, consideration will be given to the admission of students who reside outside the environs and the reasonable transportation boundaries. The distance and time imposed on all other riders, as well as overall costs must be taken into consideration before extending transportation services to routes that are beyond the environs of Valhalla Centre.

Procedures

1. If space and resources permit, the Principal shall admit out-of-area student(s) into the School in this priority:
1.1 Siblings of students already attending the School;
1.2 Children of staff members;
1.3 Previous students of Valhalla Playschool;
1.4 First come, first served, to all other students.
2. The Principal shall not admit:
2.1 Students who have been expelled by other school authorities or those students who have demonstrated an unwillingness to respect the rules and procedures of the School and whose behavior is disruptive to a safe, caring environment where learning is possible for all other students.
2.2 Students who require excessive special needs accommodations unless the school confirms that it has the resources necessary to provide the student with the learning services he/she requires for an appropriate, individualized education program.
3. The Principal shall ascertain the student’s eligibility as per section 2 above and if in doubt, shall confer with the Superintendent before making a decision. Parents may appeal a decision to refuse a student’s registration as per Policy 14 Appeals for Student Matters.
4. The School shall assume no responsibility to transport students who reside outside the transportation boundaries due to limited resources and the impact on all other students when bus routes are excessively long. However, some accommodations for out of boundary transportation may be provided on a case by case basis. (See AP 305 Transportation Boundaries).
5. Accommodations may include:
5.1 Assessing a transportation fee for students who reside outside the boundaries;
5.2 Arranging an appropriate, supervised location for pick up/drop off on an existing route.
Parents are responsible for making such arrangements. The School accepts no responsibility for third party arrangements.
6. The Transportation Director and the Principal shall together determine whether or not to extend transportation services for students residing outside of the transportation boundaries.
7. The School reserves the right to collect all government fees associated with the out-of-area students.
8. Any out-of-area students desiring to commence attending the School shall apply to the Principal before the School commencement date in the fall. Enrolment after September 30 is at the discretion of the Principal in consultation with Superintendent as the funding, based on enrolment, is established as of that date.
9. Wherever possible, admission of out-of-area students shall be limited to the commencement of the school year and prior to September 30.
